# Open Organization Admin and who can see it

Who can do this: Zephyr staff only.

Organization Admin is Signal's staff tool for managing customer organizations and users. Open it from the **Org Admin** item in the sidebar.

### Who sees the nav item

Signal shows **Org Admin** only to users whose account carries a Zephyr staff identifier. Being signed in with a Zephyr email address is not enough on its own. A customer user, however senior, never sees this item.

### Staff vs. staff admin

Inside Organization Admin, there are two levels of access:

* **Staff**: can open the page, search organizations, view an organization's overview, manage host relationships, view organization users, grant products to an organization, offboard or reactivate an organization, and use the full User Management tab, including simulation.
* **Staff admin**: everything staff can do, plus renaming an organization's short name, changing its invited-data ownership policy, granting products to an individual user from the organization's user list, and merging organizations.

If you do not have staff admin, the fields that need it show as read-only text instead of editable controls.

### Notes

* If you start simulating a user, Signal closes Organization Admin for the duration. The page sends you back to your dashboard, and **Org Admin** still shows in the sidebar because that check always looks at your own staff identity, not the person you are simulating. Choose **Stop simulation** to get back into Organization Admin.
